ICT Cabinet Secretary Joe Mucheru strongly defended the proposal by Jubilee MPs to introduce manual voting system in the 2017 general polls.
According to the CS, over-dependence on electronic voting system (as Cord wants), might by interfered by Al-Shabaab terrorists.
Mucheru told the Senate Standing Committee on Legal Affairs and Human Rights chaired by Busia senator Amos Wako, that manual voting system should be used in the elections, to prevent the militants fro accessing the systems.
"We are at war with Al-Shabaab and they are known to interfere with communication systems. The Ministry fully recommends manual backup system, to prevent such hitches,'' he told the committee which is engaging stakeholders, to gather views over passage of the contentious Bill, as recommended by Speaker Ekwe Ethuro.
He on Thursday noted manual system was viable not only because of terrorism but also to the country's telecommunication system.
