A group of ICT experts have written a memorandum to the Senate's Justice and Legal Committee expressing optimism that the country can conduct elections without a manual back up system as suggested by a section of stakeholders.
The ICT experts identified as Kenya ICT Action Network (KITCAnet) dismissed ICT Cabinet Secretary Joe Mucheru's claims that a manual system is necessary in the event the electronic system fails.
“The employment of technology in elections management is meant to address questions of integrity of the election and efficiency in transmission of the results,” the memorandum reads in part.
“Good systems are built with inherent redundancy and it is possible to develop a system that safeguards the integrity of the vote as well as efficiency of transmission,” the experts added.
Kenya ICT Action Network further challenged the Senate to make changes to amendments in the controversial election laws adopted by the National Assembly last month.
CS Mucheru had also suggested in his submission that the electronic voting process may be prone to hacking of the system by the Alshabaab terror group.
