Below is a statement by the Independent Electoral and Boundaries Commission (IEBC), after its ICT Manager Chris Msando was found dead, Monday, after he went missing Friday July 28, 2017.

"The Commission is saddened by today’s (Monday) discovery of the body of our ICT Manager, Chris Msando. Chris was a very devoted manager and worked very closely with other managers and staff in the ICT Directorate to ensure that effective election management systems are in place. He was a gifted communicator and natural ICT communication chief on KIEMS. He helped in simplifying complex technological processes to the public.

The Commission shares its deepest sympathies with the family of our late colleague. The Commission has constituted a team that will work closely with the immediate family members as they make burial preparations.

In addition, the Commission has written to the Inspector General requesting for the following:

 A speedy and thorough investigations into the death of our officer. The Commission shall appoint an independent lawyer to liaise with the IG in the investigations. What we want is justice. Justice for Chris, Justice for IEBC and Justice for the Country.

 The enhancement of security for the Commissioners and members of the secretariat. The Commission is cognizant of the sensitivity around the death and appeals to the political class to work towards a stable political environment in the build up to the elections. Equally, the Commission is aware of the discussions in the public sphere regarding possible implications to our ICT system. 

We would like to reiterate that the Commission has put in place elaborate business continuity plan to mitigate against a variety of risks including possible absence of key resource persons.

Due to the death of Mr. Msando, the Commission postponed the simulation of the results transmission system, which was to be conducted today. The exercise will now be conducted on Wednesday, 2 August 2017 at 3:00pm.
