The Independent Electoral and Boundaries Commission (IEBC) will publicly test its electronic kits before elections in a bid to avoid technology failure in the 2017 elections.

In new Election Technology regulations, IEBC says that key stakeholders will be invited during the testing process.

“The commission shall carry out timely end-to-end testing of election technology before deployment for the election process,” the Elections Regulations, 2016 say.

“The commission shall issue a public notice specifying the date, time and place of the testing to invite stakeholders to attend,” It adds. 

The electronic chain includes Biometric Voter Register (BVR) system which is used to capture key details during voter registration. BVR system comprises a laptop, a fingerprint scanner and a camera with the captured data stored in servers.

It also includes an EVID or the electronic poll book which is used to verify a voter’s details tallies with what was captured by the BVR, it is an hand-held device or laptop with attached finger print reader.

The result transmission system comprises of specially configured mobile phones that transmit the results once they have been tallied.
