Uasin Gishu Governor Jackson Mandago has blamed the National Treasury's Integrated Financial Management Information System (IFMIS) for low absorption of funds by devolved units.

Mandago says IFMIS has proved an impediment to procurement and payment in county governments.

Speaking during a meeting with officials from the Intergovernmental Relations Technical Committee (IGRT) at his Eldoret office on Friday, the governor called for the questioning of National Treasury over the efficiency of the platform.

"This system has made it impossible for us to absorb money. At times, it is opened and closed almost immediately," Mandago lamented.

"At times reports come out to say a county did not spend its money. It is because absorption of funds and spending has been too much regulated such that financial years come to end without exhausting allocations. Then the people will say the government is not pro-devolution when a few offices are answerable," he added.

The Jubilee allied governor further expressed concerns that persons managing IFMIS could be having some form of malice, noting that their "switch off and on" actions cripples devolution.
