Uasin Gishu Governor Jackson Mandago says the system has propagated massive looting of public funds through manipulation of the system.

"Massive audit will help seal loopholes that could be used by few self centered individuals to steal public funds," he said.

He added: "In the NYS case, someone stole passwords  and made payments illegally. This shows clearly that the system cannot be trusted."

Speaking to journalists in Eldoret town on Monday, Mandago said the system has also delayed development projects due to deficit allocation of funds.

"It's sad that we always receive funds from the national government when the financial year is almost ending. How do you expect us to run our businesses and pay our workers? The system needs to be revamped," he added.
