Former Nacada board chairman John Mututho has welcomed the government's move to ban shisha smoking.
The vocal anti-drug advocate said the move was long overdue.He, however, said there must be a willingness to implement the ban.
“We make good laws, but no one implements them and a good example is how alcohol is being consumed in broad daylight and even by minors,” Mututho said.
It is Mututho who, in the 10th Parliament, conceived and spearheaded the adoption of the Alcohol Drinks and Control Act.
The law, commonly known as the ‘Mututho law’, regulates the sale of alcohol and drinking hours.
