Inclusivity does not necessarily mean that every member of a community must have a leadership position. What we are looking for is competence and skills in the kind of leadership we entrust to our country," said Kabage on Thursday.Speaking on Citizen TV breakfast show, Kabage also warned Nasa that it will not be a walk in the park for them to achieve the constitutional amendments they are promising in the event they win August 8 elections.Raila Odinga has supported the idea of a parliamentary system since the time of the Bomas Draft Constitution in 2004 in which he played an active role.The current Constitution was originally intended to create a parliamentary system but MPs switched to a presidential system in the Naivasha talks in 2010.
