This is according to Mavoko District Officer, David Teguewa, who said the borders were too insecure to encourage issuance of the documents to school children who had attained age 18.

Teguewa who spoke to the press in his offices on Thursday, said all those who had attained the age of acquiring the national identification card had to be taken through thorough vetting process.

He argued that the schools would not allow for the needed scrutiny and vetting of students during the process of obtaining information needed for the document.

“We discourage taking the service to schools since the environment and situations will not give the officers time and opportunity to scruitinise information given by applicants," said Teguewa.

The officer however revealed that the condition had resulted to influx in ID applications in the region as there were large numbers of citizens seeking issuance of the document.

He said most of them were youth who had just finished their O - Levels education and needed the document for various different reasons best known for them despite of being a legal requirement for adults.

Teguewa said the condition affect all border districts such as Athi River, Kajiado, Migori, Busia and Isinya where identification and confirmation that the applicants were from the districts is crucial.
