Although he has remained mum about a plan to amend few sections of the constitution, Raila Odinga is pushing for a referendum before 2020 or thereabout.

While his silence over the matter has caused uproar from a team led by DP William Ruto, his close confidants have however hinted a possible referendum.

"It is not about positions or jobs. It is about changing our governance structure for the sake of curbing our perennial problems," read a statement by ODM Secretary General Edwin Sifuna.

In his speech however at Naivasha on Tuesday, Raila insisted that he is not interested in 2022 polls adding that he is committed to implementing his MoU with President Uhuru Kenyatta.

But in an interview on Wednesday, his deputy Wycliffe Oparanya revealed a section of issues that Raila's ODM wants addressed through a plebiscite.

"It is not about creating positions. We are interested in changing the governance structure which has been problematic for many years," he said in reference to introduction of parliamentary system.

The ODM governor further said: "We shall also focus on introducing 14 regions in our devolution structure but we shall retain the 47 counties. It is about making development viable."

Under the parliamentary system, the country will be governed by an executive Prime Minister while the president will only be ceremonial.

At the Devolution Conference in Kakamega, Raila proposed introduction of 14 new devolved units as entailed in Bomas Draft adding that they will guide county governments to realise their development plans.

Already, Deputy President William Ruto has opposed plans to amend the constitution, insisting that it is a plot to thwart his presidential ambitions.
