The County Assembly of Kisii has been called upon to consider introducing a severe anti-defilement law such as castration that will see offenders face stiff penalties.

According to Kisii South Sub-county Children Officer Samson Ngariba, the number of defilement cases in the county is on an increase and by introducing such law will see a great decrease of the same.

Speaking on Thursday morning at Suneka the officer said that time has come to take drastic action against defilers who targeted school children and other underage girls in the region.

He said that the Bill would insist that men convicted of defilement should be castrated to act as a deterrent to others in the County who felt an inclination to join the bandwagon of other sexual offenders.

“We want sanity in the county and the only way we can achieve that is by the introduction of tough laws that will see us have a declining number of rape cases that have been on the rise in the past few years,” he added.

The official said that there are some of the countries that had achieved the same and Kisii county should set pace for the rest of the counties in Kenya.
