IPOA in Garissa is probing 6 out of 33 complaints filed since the regional office was opened in March.
Joel Mabonga, IPOA CEO on Thursday said they are not mandated to address other 27 complaints and were referred to other state agencies to investigate.
Mabonga said the majority of the cases involved men.
He said women have shied from forwarding cases to their offices due to cultural restrictions.
Mabonga noted that IPOA will improve public education for locals to understand its mandate.
"Most of the cases before our office were outside our mandate,therefore, we have referred them to other relevant authorities for probing", the CEO said.
He said the agency is mandated to conduct impartial and independent investigations and monitoring of the National Police Service to prevent impunity in society.
Mabonga called on residents in the Northeastern region to make use of the office to forward complains against police and recommend police officers who should be rewarded for their good performance'
