The National Registration Bureau (NRB) has been accused of producing identity cards (IDs) with a lot of preference.

Blogger Robert Alai has claimed that some regions are not receiving their IDs according to submitted applications to the headquarters from county offices.

“IDs from Nyanza, North Eastern, Eastern and parts of Coast province are being delayed for production intentionally,” says Alai in a Facebook post.

He adds that some applicants who applied for the vital national document late last year have up to now not received them.

“The IDs are in the final analysis only awaiting production but are not being produced. And the excuse is not that there aren't production materials. This leads to increase in graft as some of the applicants are desperate and are ready to part with anything as long as they get the ID,” he adds.

Alai adds that some IDs have delayed in the scanning section since the upgrading of the system in March this year. He cites 2425089161 PP 14/4/16, 2423046114 PP 2/3/16. Here, PP means prepared for production awaiting scanning of fingerprints so that it reaches final analysis to await production, according to Alai.

He adds, “Also record management at the HQ offices based at the NSSF building complex at Community has become a national crisis. The records are put in bundles and placed at any and every available space including windows, corridors and even on the floor.”

In the post, Alai says some of the records are from as early as 2006 and have not been classified and filed systematically up to date.

The records are still piling, allegedly, as more applications are being received at the Nairobi offices.
