He termed the development, which he blames on Governor Nathif Jama, as 'conmanship'.

He said Jama had usurped the responsibilities of the county Public Service Board by giving out appointment letters to distressed job seekers in the county to win political sympathy.

“The role of employing belongs to the county Public Service Board and is not the preserve of a politician or the governor,” Korane, a former permanent secretary said as quoted by the Star.

“You can’t employ people just because you want to win their support, and even issue appointment letters. This is criminal and abuse of office,” he said.

The county government recently employed 364 revenue clerks and 80 drivers.

Addressing the press on Sunday, Korane said the PSB intervened and carried out an audit which revealed the governor had employed more than 1,450 people illegally.

He urged the Ethics and Anti-Corruption Commission to intervene. He said PSB should follow the law by advertising vacancies, shortlisting qualified candidates, carry out interviews and hire those who would have qualified.
