Joel Kitili was on Wednesday sworn in as the new Deputy Inspector General of police by the National Police Service.
Mr Kitili takes over from Grace Kaindi who was appointed ambassador with no specific duty.
Kitili served as acting Deputy Inspector General since September last year and his appointment in office faced a lot of criticism from Cord leaders who termed it unconstitutional.
He served as Police Airwing Commander and was the focus on social media last year when it was alleged that the helicopter which was supposed to be used for rescue during Garissa University College attack was being used by his daughter and one of his family members.
The allegations were however dropped for lack of evidence.
Cord and activist groups faulted the government on Kitili's appointment saying that the two-third gender rule had not been followed.
Grace Kahindi who served as Deputy Inspector General moved to court to challenge her removal from office but later resolved to settle the matter out of court.
NPS had revealed that Kahindi was unfit for office due to her age which was meant for retirement.
