A research firm, Tifa Research, has released an opinion poll on citizens’ score card for Nairobi, Mombasa and Kisumu county governments.
The county scorecard opinion poll covers; Citizens Score Card for Nairobi, Mombasa and Kisumu County Government; The county governments’ performance in the delivery of key devolved services; The Big 4 Agenda; The uptake of NHIF and the current household food security status.
The firm revealed that the three county governments; Nairobi County, Mombasa and Kisumu got Sh16.7 billion, Sh9.2 billion and 8.8 billion respectively in the 2017/18 budgetary allocation.
The Kisumu County government performance attained a 56 per cent rating from the citizens.
"It’s a C+ for the Kisumu County Professor - Anyang’ Nyong’o," the firm said on Tuesday.
Governor Mike Sonko of Nairobi got 44 per cent (D+).
For Mombasa County Government, the scorecard was quite impressive with an above average service scorecard with Governor Hassan Joho bagging 53 per cent (C).
The research indicated Mombasa County has still not improved on its sanitation and that residents still lack access to adequate clean water.
"Mombasa County scorecard shows a great improvement on street lighting, good business environment and education bursaries disbursement."
According to the survey, the bad sewerage system in Mombasa is brought about by blocked sewers, lack of sewerage system, maintenance and pollution.
"The most market centres in Mombasa are littered despite the high licensing fee imposed on traders, County government of Mombasa is unable to offer clean trading environment," said the firm during release of the poll at its Lenana Road, Nairobi headquarters.
Although Mombasa County government offers bursaries to the less privileged, the poll revealed the amount is not enough and also the quality of education is not impressive with inadequate tutors on various learning institutions.
"Residents argue that the lack of adequate clean water in Mombasa County is brought about by Water rationing that takes place in the county."
In terms of devolution, 46 percent of residents in Mombasa County feel devolution has remained the same for the last four months, with public participation on Mombasa County forums recording low turn-outs of less than 10 percent.
On matters health, 73 per cent of Mombasa residents access the outpatient health services whereas 20 per cent access inpatient services.
Only 6 per cent access both health services according to the poll.
At least 50 percent of Mombasa residents have registered for the NHIF cover but with an 85 percent of the registered residents having not used the NHIF cover.
"89% of Mombasa Residents have not gone to bed hungry for the past 7 days," said the firm.
