Governors were humiliated after being beaten 5 - 0 by the Senate during their 5th Devolution Conference inaugural football match at Bukhungu stadium in Kakamega.
Led by host senator Cleophas Malala, the legislators beat their county chiefs 5 goals without a reply on Monday to reach the finals.
During finals, County Assemblies Forum - CA beat the Senate 1 - 0 in their final match to be crowned champions after beating Ugatuzi FC in their opening match.
Mombasa Governor Ali Hassan Joho who plays inaugural matches during opening of sports stadiums in the County, was missing in the line-up.
He had confirmed that he would attend the conference, which is set to be opened by President Uhuru Kenyatta, on Tuesday, April 24.
The conference brings together all the stakeholders from the 47 counties.
