The Jubilee dominated adhoc committee has now dropped the clause that limited participants of repeat presidential elections.
If the law comes into effect before 26th October, any candidate will be legible to challenge the president in the ballot.
The joint adhoc committee also agreed to drop the amendment that lowered the qualification of IEBC Chairperson that was previously reserved for lawyers.
The committee tabled its report Tuesday and kicked off debate in both houses having received input from members of public last week.
Committee chair William Cheptumo urged members to agree with the IEBC that there was need to have a lawyer chairing the commission.
