A Jubilee Member of Parliament has set condition for supporting the proposal by opposition leader Raila Odinga to review the structure of devolution.

Kimilili legislator Didmus Barasa said he will only back the new structure if it proves to be less costly and necessary.

"If we were to reduce the 47 counties to fewer and more effective devolved units , I would support," he said in an interview with Citizen TV on Friday.

"We shall support any amendment that will increase jobs to Kenyans."

Barasa, however, warned if the changes were meant to create political positions to individuals, he will rally his supporters and colleagues to vehemently oppose it.

"Any proposal to increase the wage bill is a mockery to any hardworking Kenyan," he remarked.

Raila has been advocating for the introduction of 14 regional blocs to the current system of governance arguing it will boost service delivery in the devolved units.

The call has been rejected by some leaders including Deputy President William Ruto who insists devolution can be strengthened without necessarily changing the constitution.

"It is all about being focused. There have been conversations on expanding the executive or entrenching devolution. This can be done without engaging in a billion-shilling referendum," the DP said on Thursday during a function in Kakamega County.
