Raila claims that President Uhuru Kenyatta is not serious with devolution.

The former prime minister wondered how the national government could only allocate Sh690 Billion to counties from the Sh2.2 Trillion budget set aside for the 2016-2017 Financial Year (FY).

“Jubilee government has never been serious with devolution and is determined to make it fail,” claimed Raila.

Odinga said that three-quarters of the national budget should be allocated to counties.

He said that devolution was meant to bring services closer to the people but the Jubilee government was keen to frustrate it by denying counties resources. The former prime minister urged governors to remain firm and guard against devolution.

Odinga said that opposition will not allow the Jubilee government to undermine devolution.

He has on several occasions accused Jubilee government of not being committed to devolution.

The opposition through its OKOA Kenya referendum proposal that flopped was aiming at pushing for more resources in the counties.

The government has often defended itself against the claims saying that it is committed to devolution.
