County Commissioner John Elungata has reiterated that Kadibo Division is under Nyando Sub County, and residents opposed to the move should wait for 2020 to launch formal appeal to review the boundary.

Elungata said the aggression by a section of Kadibo residents demanding to pull out of the new administrative structure is uncalled for as the move to transfer Kadibo from Kisumu East to Nyando was procedural.

Speaking to this writer in response to the stalemate which has rocked the transfer of the administrative area, Mr Elungata said the residents have an option of lodging complaints with the Boundary Review Commission in 2020 if they need an independent constituency.

Kadibo which has been administratively in Kisumu East and politically in Nyando was recently fully transferred to Nyando whose headquarter is in Awasi.

Area residents on Monday held a peaceful demonstration demanding to be involved in deciding their administrative area.

“The review of the administrative boundary was done seven years ago and the public was fully involved. I think there are some groups of elites who have political interest, but the people of Kadibo have a way of presenting their appeal to get their constituency,” said Elungata.

He added: “The new dispensation states that the Sub County boundaries shall conform with those of the constituency and since Kadibo is in Nyando politically, it automatically fall within Nyando Sub County because constituencies are more superior in law.”

Area MP Fred Outa has been supporting the inclusion of Kadibo in Nyando, as a mode of ending the confusion which has seen them rejected from opportunities in Nyando and Kisumu East due to lack of clarity in the administrative area.

“Previously we have had all the government services delivered in Nyando, and only the chiefs had not been directed to report to Nyando Sub County Commissioner. But now everything is in place and Kadibo people will have to get all the benefits coming through Nyando,” added Elungata.
