The National Cohesion and Integration Commission (NCIC) Chairman Francis Kaparo has slammed the Kiambu County Assembly for passing a law that will require all the employment entities in the county to employ 70% local people.
Speaking to the press on Tuesday, Kaparo said the move by the Kiambu MCAs contravenes the constitution and the gains made towards achieving national cohesion.
“We condemn the motion as NCIC. The commission calls on the county assembly to legislate laws that uplift people’s lives,” Kaparo said.
The former National Assembly Speaker warned other counties against thinking that their residents only live in that county and called on Kiambu assembly to ‘abolish that law immediately’.
“It is foolish for a leader in any county to imagine that the residents of that county only live in that county. Kenyans live everywhere and they are entitled to do so. We urge Kenyans to participate in activities that promote national healing,” he added.
He further urged counties to ensure they come with laws that are in line with the National Cohesion Act.
“We agitate for more progressive legislation contained in the national cohesion and integration act. County governments should bring Kenyans together and provide an equal chance of employment.”
