Gwendo said Kenyans failed to read and fully and understand the new Constitution that was passed in 2010.

She said the electorate passed the Constitution creating more representation positions in the country.

The Senator said the positions of women representatives will not be scrapped until the electorate change their mindset to vote in women in positions.

“If the third gender rule cannot be realized at the ballot, then the women representative slot will still be there, we will still have nominations of women. So it is up to Kenyans,” she said.

Gwendo said any amendment to the Constitution must be keenly looked at.

She concurred that the over-representation is hurting the economy noting that it could have been nipped in the bud if the electorate read the Constitution before voting.

Gwendo said Kenyans had the opportunity to come up with a system of government that is accommodative and less burdensome to the economy.

A report which was commissioned by National Assembly Budget Appropriation Committee and conducted by Auditor General Edward Ouko called for a review of the system of representation.
