Anglo Leasing case on supply and installation of VSAT Communication for the then Ministry of Transport and Communication amounting to Sh928 million proceeded with two more witnesses on Monday.
Prosecution’s SADPP, James Warui led the 17th and 18th witnesses to testify in court. According to documents including the Recurrent Budget for Kenyan Government 2002-2003, this particular contract attained money from a consolidated expenditure, consequently funds were inconsistently sourced from external sources of the Kenyan government.
Former Director of Budget at the National Treasury, Paul Ngugi told the court his role was to coordinate preparation of all government budget processes. Thereafter the then Minister of Finance David Mwiraria was to present the budget to Parliament.
Charged and present in court were Kisii Senator Chris Obure, Former postmaster general Francis Chahonyo, Former Transport PS Sammy Kyungu and Former Financial Secretary in the Ministry of Finance Samuel Bundotich.
Forensic Document Examiner, Muinde Kimani ascertained during investigations that documents were written and signed by those already charged.
Fomer Deputy Prime Minister Musalia Mudavadi is expected to be present in court on Wednesday, September 21, 2016 as a key prosecution witness.
The case hearing will also proceed on September 31, 2016.
