Kenya Film Classification Board (KFCB) has warned that failure to self- regulate invites government regulation. "While press freedom is a key pillar of democracy and the lifeblood of a free and progressive society, the ultimate power to govern lies with governments. People don't elect media owners. They elect leaders to formulate policies to regulate human behaviour," said KFCB CEO Ezekiel Mutua.Addressing the press after Enterprise Risk Management training in Mombasa, Mutua said self-regulation was important, but when it fails, the government must step in and ensure order. "Press freedom must therefore go hand in hand with responsibility. To quote a famous SA Justice Msaku in a media ruling a while back ("The salad of a journalist must have both the oil of freedom and the vinegar of responsibility. Both must be applied in due portions, failing which disastrous consequences will follow.")."
