Kakamega Senator Boni Khalwale wants the Public Accounts Committee (PAC) chair Nicholas Gumbo to summon Elgeyo Marakwet Senator Kipchumba Murkomen over the NYS scam. Khalwale, during an interview with Citizen TV's Power Breakfast show on Thursday, said Gumbo has the power to summon and punish anybody who fails to honour his calls to appear before the committee.
The vocal senator insisted that Gumbo should act fast and invite Murkomen and DP William Ruto's aide, Farouk Kibet, because they were persons of interest in the investigations in the loss of the Sh791 million National Youth Service funds.
"Gumbo has the power to summon anyone at any time and the Constitution is clear on that. The law gives him the power of the High Court which means he can compel Murkomen and Farouk to come before them and should they fail to honour the summon, he has the same power to punish them," said Khalwale, a former PAC chair.
He also said Murkomen, being a Senator, should not play a part in preventing him from appearing before the PAC, giving an example of former minister Amos Kimunya who appeared before a parliamentary committee despite being an MP.
"Gumbo should stop casting aspersions with excuses that he cannot summon Murkomen because he is an MP," he said.
"It is on record that when Kimunya was an MP, he appeared many times before us and was an MP as well. So Gumbo should not take that as an excuse," he added.
