Despite government efforts to curb milk hawking in the country, the practise is common especially in towns and shopping centres where entrepreneurs operating shops and hotels buy the milk. The milk is usually hawked (as this unidentified man in the photo above is doing). Hawking of milk is discouraged because of health reasons and also to encourage farmers to sell their produce to milk dairies that pay relatively better amounts for milk supplied to them.
