A section of Kiambu County business fraternity has threatened to move to court to challenge the approval of the Kiambu Finance Bill last week.

The county’s chamber of commerce chairman Thinguri Warwathe and Richard Kagiri of Liquor Traders Welfare Group have said that public participation was not sought for the bill.

“We are moving to court to challenge the approval of the controversial Finance Bill. Residents were not involved during the drafting of the contentious issues,” said Warwathe.

He said that a clear policy on public participation should be put in place to allow residents' views to be considered.

“The residents should be considered as stakeholders in drafting. Their views are of great importance,” said Warwathe.

Kagiri said that the residents were not given time to discuss the Provisional Revenue Collection Bill as required by the constitution.

“The residents were denied the chance to contribute to the contents of the Bill which affect their lives. We are now moving to court to challenge the approval of the Bill because it does not present the views of residents,” said Kagiri.

This is not the first time the finance bill is being contested as last year the same happened forcing the county government to withdraw implementation.

Leaders claim that controversial sections were amended and the Bill aims to collect more revenues to run the county.

However the residents have opposed the approval of the Bill because public participation was not involved when drafting it.
