Speaking in Kibra Constituency on Tuesday, the NASA flag-bearer accused the Jubilee administration of hijacking the idea and claiming it is theirs.
"I am the one who initiated the slum upgrading project but it has stalled under the Jubilee administration. When we take over power, we will continue constructing more low-cost houses," Raila told a rally at Woodley Estate.
"Instead of creating jobs for the youths, they looted the money through the NYS scandal. Many industries have now relocated to either India, Egypt or South Africa or have shut down. Our youths are now jobless," added Raila.
He promised that once elected he will bring low-cost housing to newly-employed youths, saying the plan will be backed by Kenya's economic growth.
