Kibra Deputy County Commissioner Nyamumbo Sese has responded to the ongoing tension in Kibra over high crime rates and what is said to be retaliatory extra-judicial killings by police in the area.
Through a Tuesday Facebook post that attempted to add light to a previous discussion by Kibera youths, Mr Sese said that police did not have a right to kill civilians but that there are rare occasions where they are allowed to use force.
"Police Officers are civilian (as opposed to militarised law enforcement agents) charged with the responsibility of:- -Crime Detection; -Crime Prevention; - Investigation of Crime; - Protection of Lives and Property and Maintenance of Law order. In carrying out their duties, the police are bound by dictates of civility within the confines of the Rule of Law," he said
He reiterated that police try their best to arrest and process for prosecution but only when their lives or the lives of others are in mortal danger are they legally permitted to use 'commensurate and reasonable force'.
Sese encouraged Kibra residents and all citizens to support the Police and asked them to use legal means in cases of use of excessively unreasonable force by police.
Over the last two days, there has been tension in Kibra after the brutal murder of a young man Jamil Obonyo aka Sisco.
This was followed by young people gathering around Olympic Stage on Monday to hold a peaceful demonstration to Kibra DC's offices in condemnation of the murder said to be conducted by police.
On the same Monday, reports say a young person was caught attempting to steal from a house in Mashimoni village before he was brutally beaten by the mob and later passed on.
