Kisii deputy governor Joash Maangi has blamed engineers in his county for poor road construction works undertaken in Kisii.
He noted that many contractors were paid for poor or incomplete and they would be held responsible for the poor workmanship in all county projects.
Speaking at a burial at Kegati area in Bobaracho ward last evening he said engineers from the Public Works Department were responsible for the preparation of Bills of Quantities (BQs) before tenders for construction works are advertised and awarded.
“Engineers are supposed to supervise the works and ensure that the BQs are strictly followed before writing job completion certificates to facilitate payment. However, our engineers have been giving out completion certificate before works are properly completed”, he said
He told leaders not to blame contractors but officers charged with the responsibility of ensuring that the work was done according to specification.
Contractors, he said, were are in business and if they were paid for work not done, they would gleefully receive such payments.
He said some of the engineers deliberately tell contractors not to complete the works on condition that they would get a cut from the contract money.
He warned that corrupt officers in the county government would be sacked and asked engineers in the works department to mend their ways or face the axe.
“We shall start acting on rumours. Woe unto you if you are just mentioned. If your name comes up twice or thrice, we shall warn you and eventually show you the door if you do not mend your ways”, he warned.
