An audit report by the Auditor General for the financial year that ended June 30, 2017, has shown that Kisii County, under the stewardship of Governor Ongwae, acted in violation of procurement laws when it secured security services.
960,000 shillings was paid out to a local security firm on October 13, 2017, to offer security at the Kisii Agricultural Training Centre.
This in spite of the fact that the contract between the county ended in 2014.
The report also revealed that the Kisii County executive paid Sh2.29 million to another local firm to facilitate the training of the Kisii County Budget Committee.
Ouko argued that the validity and propriety of the expenditure could not be could not be confirmed as the training was not properly supported.
