Kisii County Assembly members on Wednesday passed two Bills ousting members of the Public Accounts Committee (PAC) and County Assembly Service Board (CASB) on corruption allegations.
The assembly was forced to prolong its sitting for two extra hours, whereby they debated and unanimously passed the bill for the disbandment of the two bodies. An interim service board, led by Boochi Borabu MCA Samuel Onuko, was constituted for seven days pending the replacement of the ousted members.
However, it was not clear on who would chair the board that is solely headed by the County Assembly Speaker, since the current holder of the office, Okerosi Ondieki, is also implicated in the health scheme saga and employment of County Assembly workers.
A report by the Kisii county’s justice and legal affairs committee had recommended an audit into a flawed health scheme for the county MCAs. The audit was aimed at recovering more than Sh9.5 million paid to an insurance company.
The report, Inquiry into the Members of the County Assembly on Medical Insurance Cover tabled in the County Assembly on Wednesday last week and passed on Thursday recommended to Ethics and Anti-Corruption agency to carry out investigations.
Some of the senior officials that the report indicated should have been investigated included County Assembly clerk, James Nyaoga.
The committee was in February tasked by the Country Assembly to investigate the health scheme which had not been rolled out as planned.The report recommended that the two insurance bodies in the tender row should have been blacklisted from seeking any tender with the County government.
