Kisii County residents have blamed embezzlement of Constituency Development Fund (CDF) cash by the kitty's corrupt officials on poor governance structures.

They have challenged CDF National Management Board to come up with water-tight governance structures to seal loopholes through which cash from the CDF kitty is embezzled to the detriment of the public interest which the kitty was established to serve.

Speaking at Kisii Culture Hall during a public hearing forum on the review of CDF Act, one of the residents from Bomachoge Chache  Constituency, Jemima Mosigisi in her contribution insisted that, if CDF kitty will be retained, the Board must ensure governance structures of the kitty have been re-enforced to avert questionable lose of public funds channelled to the kitty.

"As citizens we are not against the CDF kitty, but I insist that the CDF National management Board must streamline the kitty's governance structures to win public confidence on the management and administration of the kitty for the benefit of the grassroots people,” stated Mosigisi

William Nyabando from Kitutu Chache South constituency, lamented that, poor governance structures in the management and administration of the kitty had seen MPs and their committees preside over lose of public funds from the kitty under questionable circumstances.

"Though CDF is a noble readmit is regrettable that much of the public funds channelled to the grassroots development programmes is embezzled through questionable deals and there is need to streamline the kitty’s governance structures to seal loopholes through which corrupt CDF officials embezzle public money from the Fund,” observed Nyabando.
