Kisii County Assembly Speaker Kerosi Ondieki has decried poor public participation among area residents in the generation of various county bills, making it difficult for such bills to meet the constitutional threshold before they are signed into law.

Ondieki singled out the Kisii County Public Finance Bills, which majority of the area residents gave a wide berth during public participation forums, only to protest against their implementation after they have been passed into law.

Speaking at Gusii Stadium during the marking of this year's Madaraka Day celebrations, Ondieki challenged members of the public across the county to attend and contribute to various County Bills, instead of protesting against such legislations when they have been signed into law.

“I am reminding members of the public across the county that it is their constitutional mandate to give their input in terms of contributions and views through public hearings before any County Bill is passed by the County Assembly and signed into law,” stated Ondieki

Ondieki regretted that skipping public participation forums by majority of the residents in the county put the County Assembly and the Executive in a queer state in relation to the implementation of a certain legislation, which is perceived to have not met the constitutional requirements.
