Kisumu County assembly has approved the appointment of interim clerk Philip Otiende Adundo as the clerk of Kisumu.
In a motion table on Wednesday afternoon by acting majority leader Marline Atieno and seconded by acting minority leader Joshua Auko.
Atieno said that the County Government Act states that there should be a clerk of the County Assembly appointed by the County Assembly Service Board, with the approval of the County Assembly.
“The County Assembly Service Board at its sitting on October 14, 2015 confirmed the appointment of the interim Clerk Philip Otiende Adundo the position of the clerk of Kisumu County Assembly,” she said.
Kobura MCA added that county assembly service board conducted the appraisal exercise for Philip Otiende whom they found competent and fit to assume the position.
Awasi-Ojiko MCA Fanuel Aim said that the assembly should get rid of the acting capacity of the clerk and approve Otiende as the clerk.
Kondele Ward Representative Gabriel Ochieng said that Kisumu County has never had a clerk, they are either in interim or acting capacity.
“Section 13 of the County Government Act justifies the Transitional Authority to give a name and that the assembly approves it. We have seen the work Philip Adundo has done he deserve the position of the clerk,” said Ochieng’.
However, Milimani MCA Edwin Anayo opposed the appointment of the Adundo as the Kisumu County Assembly clerk.
Anayo argued that the issue of the clerk appointed is still before the court and that the house should be cautious.
