Kisumu County Assembly has reverted back to use of paper after the internet service provider switched off the internet access over a Sh480,000 bill.
MCAs were shocked to learn that they could not access internet through their iPads and were unable to follow motions in the house.
East Seme Ward Representative Aggrey Ogosi brought to the attention of the speaker that members were unable to access internet.
Ogosi noted that the assembly had gone paperless and wondered why they were experiencing low internet connectivity, crippling their operations in the assembly.
“Madam Speaker, we are unable to follow the motion proceedings as we cannot access internet,” he said.
Deputy Speaker Pamela Omino sought for answers from the ICT chair James Omollo who informed the house that internet had been cut off.
Omollo said the service provider gave the assembly an invoice for the bill covering the whole year in January but no payment has been done.
He said the assembly was given an extension up to May this year to pay the bill which was not effected either forcing the internet cut off.
Omollo blamed the office of the clerk and the accounts department for failing to pay up the bill thus putting the assembly on the quagmire.
“I saw the invoice in January and I wonder why the accounts department has not paid,” he said.
Omino in the meantime directed the office of the clerk to avail printed copies for the motions to the members as the matter is addressed.
