Kisumu County assembly has directed the county executive for finance to table copies of budget estimates and procurement plans for 2015/2016 next week on Wednesday.

Likewise, the Kisumu County Service Board has been asked to provide Kisumu members of county assembly with copies of draft budget 2015/2016 by today, Thursday.

Speaker Elijah Omondi said that going by the request of Kolwa MCA Calvine Oraro to chair, the copies of the 2015/2016 budget draft estimates the MCA should have copies in either soft copy or hard copy.

In a motion tabled by Nominated MCA Farida Salim on Wednesday afternoon, there are serious gaps in the 2015/2016 that need to be addressed.

“By September 1, 2014 we should have received Annual Development Plan. We are in the month of May yet we do not have the documents in possession,” said Farida.

She said that the executive are not following the budget calendar as required.

“There are complaints by the public, particularly the recommendations made on public participation foes not appear in the budget estimates,” she said.

She added that the 2015/2016 budget estimates is not in touch with the reality on the ground.

“Mr Speaker, health report to have community health workers have salary, there is zero allocation to that effect,” said vice chair for Health committee.

The motion was seconded by Moses Ochele, who said that there tendency by the executive to change and reduce the budget allocation after assembly passes the motion.

Nominated MCA Aslam Khan said that executive has the tendency to table the budget allocations at the 11th hour, therefore MCAs have limited time to go through and understand the whole document.

East Seme MCA Aggrey Ogosi said that Kisumu county budget spends 84 percent on salaries, 15 percent on operations and maintenance and 1 percent on development.
