Kisumu County Assembly has passed a motion requesting the Transitional Authority to deploy a substantive county assembly clerk.
In a motion tabled on Tuesday afternoon by North West Kisumu Member of County Assembly (MCA) Samuel Ombogo said that the assembly needs a substantive clerk.
"The Transitional Authority has to deploy a clerk or confirm the acting clerk Mr Owen Ojwok so that the house business can take off," said Ombogo. The motion was seconded by Migosi ward representative Mr Paul Achayo. The Chief Whip Mr Isaiah Onyango said that the assembly not only needs a clerk but also a substantive speaker.
"When the ODM party leader came to this assembly last month, he said we do away with the leadership in acting capacity. For the sake of the party leader and county assembly we must move forward," said Onyango. Kolwa MCA Calvin Oraro said that Transitional Authority should confirm acting clerk Owen Ojwok since he has the qualifications needed. Oraro said the acting clerk is not free to exercise his duties for fear of being sacked. However, Nominated MCA Aslum Khan opposed the motion saying there is a court injunction.
Khan argued the court might reinstate Nelcon Sagwe as the clerk yet the house is proposing to confirm acting clerk Owen Ojwok.
