Speaking yesterday at Sovereign Hotel in Kisumu during the Western Region annual general meeting, Executive Director, Jacqueline Mugo said that she is concerned with the persistent wrangles that have plagued the Kisumu County Assembly.

"There cannot be any meaningful development without investment as this is the biggest source of revenue for counties and income for workers," she said.

She said the employers are keen to exploit investment opportunities through the space created by devolution.

"Kisumu County has seen significant investment flowing in since the onset of devolution. Such unfortunate incidences only serve to slow this," she said.

She added:  "Whereas counties have made significant progress in taking development to the people such cases of unruly behaviour by members of the county assemblies are threatening this progress," said Mugo.

She said county assemblies just like every citizen and organ in Kenya must respect the rule of the law and avoid plunging counties into anarchy at the formative stages of devolution.

Mugo said that the kind of violence witnessed in Kisumu has damaged the reputation of the county and is sending the wrong picture just after the county hosted leaders for second devolution conference.

"Counties have no option but to embrace responsible leadership and desist from self gratifying wrangles and schemes. These only put to question the integrity and calibre of leaders at this level," she said.
