Kisumu County Government spends about 36 percent of its budget paying wages to workers.

According to Kisumu County Chief officer Communication, Planning and Development George Okong'o the pay takes 36 percent of the total budget against the expectation of 30 percent.

 "We are at 36 percent before we recruit skilled servant. The only recruitment done was for chief officers and we are yet to absorb directors and managers," said Okong'o.

"If we were to recruit according to the latest report Annes and Yang which was concluded last month then our wage bill is going to be at 63 percent," notes Okong'o.

 He criticized Transitional Authority for compelling  county government to absorb former municipality employees.

"Most of these people are unskilled labourers," said Okong'o. 

He said the national government had put a stop to the retrenchment effort by most the counties. 

"The national government committed to pay off retrenched workers but said counties to wait.I do not how long we can wait,that means we can not go on in recruitment as departments suffer due to lack of skilled labour," he said.

 Okong'o said that when the governor Jack Ranguma proposed the some of the non skilled labours be retrenched he was threatened with an impeachment.

 He said the 2015/2016 budget draft which is at the assembly,  proposed 34 percent of it to go to development, 36 percent on personnel while 30 percent on operations and maintenance.
