Bungoma County Governor Wycliffe Wangamati, on Wednesday paid a courtesy call on Kisumu Governor Prof. Anyang Nyong'o.
The two leaders who are also members of the Lake Region Economic Block (LREB), discussed an array of issues including the proposed privatization of the sugar industries which they opposed as a block.
They also discussed the continued non-remittance of the Counties shareable revenue by the National Treasury which they said had adverse effects on service delivery as is being experienced in the health sector.
Wangamati noted that some counties were behind their monthly receipts by four months and more.
"We are facing difficulties in managing our health institutions and even paying pending bills carried from the previous years and service providers are made to suffer for problems that are not of their making," he said.
Prof. Nyong'o said that in his view, what will save devolution was embracing federal system of governance or regional states.
"Our counties must not be made to suffer because the national government is prioritising foreign debt repayments that we were not consulted about in the first place," said the Prof.
Wangamati was accompanied by his Public Administration CeC Richard Sibwami and the KNUT leadership from Bungoma County while Governor Nyong'o was flanked by his Deputy Dr. Mathews Owili and the Chief of Staff Patrick Ouya.
