Kisumu County Assembly has ordered the Assembly clerk to write to the Executive Committee member for Finance to demand for compliance on the legal requirement by the county budget 2015/2016.

The Assembly members want the finance office to furnish the Assembly with the annual reports for both 2013/14 and 2014/15 financial year to justify why the allocation of this financial year are necessary in the budget estimates for 2015/16.

The Speaker of the day Elijah Omondi said the executive should comply with regulations guiding their duty and avail all documents mentioned in the motion by Nominated MCA Faridah Salim on the compliance on the legal requirement by the county budget 2015/16.

Salim who tabled the motion on Wednesday said there has been a big challenge in the procurement process within the county and they should also be furnished with a copy of procurement plan for this financial year. She added that their oversight role requires that they make the county budget effectively adding that such cannot be achieved without legal framework that are provided to guide the process.

The MCA also said the budget calendar is not strictly followed by the Executive, a matter she said should be addressed adding that most of the things discussed during public participation are not incorporated in the budget.

“Many of the MCAs’ recommendations have never been channeled in the budget,” said Salim adding that up to now the Assembly members still do not have a copy of the budget.

The Speaker also directed the clerk to ensure that the Executive avails a copy of the budget to the MCAs within four working days either in hard or soft copy.

While seconding the motion, Wawidhi Ward MCA Moses Ochele said the motion was timely and if the Executive can avail all those information before the budget is discussed, the county would be far beyond any doubt.
