Kisumu County Assembly MCAs now want the procurement functions of the county government to be devolved into the sub counties to reduce bureaucracies in the awarding of contracts.

In a motion tabled in the House on Wednesday by Ahero Ward Representative Maurice Aloo dubbed decentralising procurement functions, the MCAs want procurement officers posted in the sub-counties.

Aloo in his motion wants tendering and procurement of all goods and services below Sh3 million handled at the sub-county levels.

He said the move will hasten the procurement processes within the county and alleviate past incidences where the process has been slow thus affecting service delivery to residents.

Aloo said the tendering process at the county headquarter is discriminatory, slow and prone to corruption adding that only a few contractors are benefiting from the tenders.

He told the assembly members that the county has performed poorly in regards to development adding that even in the last financial year most projects took off late due to bureaucracies in the procurement procedures.

Aloo noted that decentralising the procurement services will ease accessibility of such contract opportunities to persons living with disabilities, youths, women and even the marginalised people.

He decried a lack of implementation of motions in the county adding that they have passed several motions, but laxity from the executive is hampering their implementations.
