Children condoms are expected to address the spread of HIV/Aids. Obondi said providing condoms for pupils and students will increase immorality.

"The distribution of condoms will encourage sex among primary and secondary school students," he said.Obondi urged the government, media and Kenyans to initiate a campaign to teach abstinence.

Speaking to the press in his office yesterday, Obondi said pushing for children to be given condoms is demeaning the African culture.

"The idea is like encouraging our young ones to start having sex at an early age," he said.

Obondi said condoms are not always 100 per cent safe. Violet Achieng, a pharmacist, said children who currently do not engage in sexual activities may see this as the right time to start.

Achieng said the Kenyan education system does not comprehensively cover topics on sexuality. Michael Ochieng, a taxi driver, said parents must talk to their children openly about sex.
