A local politician from Kitutu Masaba has questioned the modalities and criteria used by the Constituency Development Fund (CDF) committee in awarding bursaries to needy children from the constituency.

Speaking at Tombe during a fundraising ceremony on Wednesday, Mr Victor Swanya who is also the proprietor of Swanya Foundation said the committee was issuing bursaries without considering the vulnerability of students from the institutions benefiting.

“I have questioned the criteria used to issue bursaries to high school students from the region. Traditionally, we expect the children to apply but instead, the money is given to an institution as a whole without identifying children who should be benefiting,” he said.

Swanya called for investigation of the CDF committee over alleged embezzlement of funds meant to support education. He also called on the committee to release names of the beneficiaries of CDF funds in 2014/15 financial year.

“The entire team responsible should be investigated and face prosecution. We want them to release the actual list of beneficiaries in the last financial year for accountability. I insist that they gave millions of shillings to ghost students,” he said.

However, CDF assistant chairperson Mr Julius Nyangena defended the committee against the attacks but insisted the committee was ready to face scrutiny.

“Accountability is very important and we are ready to face the same. However, to the best of my knowledge, the committee has done exemplary well in disbursing the funds,” he said.
