Kenya Union of Post-Primary Education Teachers (KUPPET) has called on education Cabinet Secretary Fred Matiang’i  to gazette guidelines for the constitution of school Boards of Management (BOM).

Addressing irritated Itierio high school parents on Monday afternoon Kuppet Kisii County executive secretary Ben Nyaundi complained that the schools have been operating without clear guidelines on what the Boards should do since the advent of devolution and hence leaving issues of teachers’ discipline in the hands of County directors of education.

The trade unionist claimed that the County directors of education were abusing that loophole and thereby unfairly instituting disciplinary measures against the members.

“We are giving Matiang’i two weeks to gazette the guidelines to pave a way for the establishment of BOMs to take charge of teachers’ disciplinary matters. And if he fails to do so, no KUPPET member should be subjected to any disciplinary action,” he asserted.

The trade unionist further stated that the three-man school executive boards that have since been running the institutions do not have the mandate of discipline teachers because it is only a full board of a membership of about ten that can do so.

The executive BOM consists of the principal as the secretary, the former BOM chairperson and a third member from stakeholders.
