Transitional Authority(TA) Vice Chairperson, Angeline Hongo has called on all Kenyans especially the elected leaders to read and understand the constitution in a bid of ease and make effective transitional process.
While addressing the press in an hotel in Athi River, Hongo said it was important for the leaders to know their mandates and boundaries as spelt out in the constitution to avoid conflict of interest.
"It is embarrassing that most leaders and Kenyans have never read and understood the constitution since it was promulgated in the year 2010," said Hongo.
She stated that it was pointless for national and county governments to be at logger heads since their roles were clearly spelt out in the constitution, a document that was produced by the people, for the people and with the people.
The Vice chairperson said that as far as she was concerned, there were no wrangles between county and national government's representatives in various counties across the country, at this level of the constitutional implementation on devolution.
Hongo added that the authority was addressing capacity gaps within various counties to make them capable of effectively performing their constitutional mandates.
