Despite NASA's plan to launch People's Assemblies across the country, key counties are yet to pass the bill.
Viewed as integral in inauguration of Raila Odinga as President, NASA has planned a series of rallies in 15 counties that have so far passed the bill.
A fortnight ago, Kisii County became the last county at least before the swearing-in to pass the bill which does not recognize Uhuru Kenyatta as president.
Despite confirming receiving the copy, Nyamira County Assembly is yet to pass the bill regardless of NASA's super majority.
"This is betrayal of the highest order and we shall ensure they pay dearly," said Beavon Magare, a youth activist.
Jacob Abere added: "We are just aware Nyamira Assembly has succumbed to Jubilee operatives. Time shall vindicate us."
At the Coast, Taita Taveta joins Nyamira in the list with Governor Granton Samboja accused of working with Jubilee admnistration.
Also in the category to round up the three counties is Tana River, whose Governor Dhadho Godhana is set to know his fate on Friday on a case challenging his election.
