A lobby group wants a joint dialogue conference to be convened to address security challenges facing the country. International Center for Policy and Conflict (ICPC) in a press release statement has said the current security and law enforcement policies are ill defined and incoherent and thus the need to forge a united front on how to change them to suit the emerging security challenges. ICPC Executive Director Ndung’u Wainaina has urged the National Security Council Chaired by President Uhuru Kenyatta, Council on Administration of Justice headed by Chief Justice Dr Willy Mutunga and Council of Governors led by Isaac Ruto to convene joint talks together with National Parliament, political opposition and other key stakeholders. Wainaina said there is need to separate general law and order maintenance functions of National Police Service from crime detection, prevention and investigations. Among other changes ICPC wants affected is the shifting of preparation of National Police Service budget to the National Police Service Commission from the ministry of Interior and Co-ordination of National Government. Several security lapses have been witnessed with the latest being the killing of 36 quarry workers in Koromei, Mandera County early this month by Al Shabaab. About ten days before the murder of the quarry workers, Al Shabaab had killed 28 passengers, mostly teachers, who were traveling to Nairobi from Mandera town.
